On April 24, 2026, the Ministry of Labour and Vocational Training (MLVT) officially launched
the Recognition of Prior Learning (RPL) program. This initiative, backed by the Royal Government of Cambodia,
allows former migrant workers from Thailand to convert their years of practical work experience into
official skill certificates with no cost, and the government subsidizing all testing fees.
The first phase of testing is being conducted across six target capital and provincial locations:
Phnom Penh, Battambang, Banteay Meanchey, Siem Reap, Takeo, and Svay Rieng.
and Focus Industries on the first phase targets 8 core construction skills, including masonry,
plumbing, electrical installation, and welding.
H.E. Pok Pann, Secretary of State and High Representative of H.E. Heng Sour, Minister of Labour
and Vocational Training, personally inspected the RPL testing process. He encouraged all candidates
to perform to the best of their abilities and adhere to the testing regulations. He emphasized that
the primary goal of this initiative is to transform the work experience and practical skills acquired
abroad into formal certification, which can be utilized to secure better job opportunities
and higher income.
